Abstract

Purpose

The development of technologies for the conduct of cyber operations represents an opportunity for states to defend their interests in international relations but also bears risks and challenges. Since the early 2000s, the United Nations “group of governmental experts (GGE) on developments in the field of information and telecommunications in the context of international security” debates on this issue. This paper aims to investigate how states are challenged in the development of international cyber norms and where capacity to act is idle, i.e. to assess how much has been reached in the international community’s debate on cyber threats and malicious behaviors in the international security context and to identify directions to move GGE work further.

Design/methodology/approach

The methodology uses an extensive text-based desk research and relies on a thorough collection, analysis and interpretation of the United Nations (UNs) documents. When specific substantial topics are addressed in the GGE, the content of the debate was confronted with issue-specific academic literature on those matters.

Findings

The results highlight that the GGE managed to gather consensus on a number of cooperation and normative measures in this politically highly sensitive topic and more deliverables are expected during this and next year. The paper identifies a weakness in terms of operational implementation though. The paper proposes a few examples of concrete headways that could complement existing consensus, especially on the implementation side.

Originality/value

Because of its political sensitivity, the GGE has worked with discretion and has attracted little academic attention. This paper is an original and timely attempt to assess the achievements and possible outlook of this endeavor of the international community, including the incipient work of a recently established open-ended working group. It also attempts to connect the subject matter discussed in the UN with related academic literature, including in respect of definitional and conceptual issues.

Abstract

The concept of innovation should not be reduced to its technological dimension but encompasses the whole context of its deployment and implementation. Regardless of technology, an innovation may be successful or not depending on how well its implementation suits each single context. In the case of education, this consists, to a sizeable extent, in a communicational and interpersonal context. The hypothesis of this piece is that maintaining optimal communication between participants is a key factor of success of new online teaching methods. Given that in this regard, there are similarities between negotiating practice and teaching practice, it is worth examining whether good practices developed in online international negotiation are transferable to online teaching. The chapter identifies a number of practices from online negotiation that perform well in online teaching. It focuses on communicational aspects, mutual understanding (monitoring and optimization of understanding), motivation to listen, attention, active participation, and non-verbal communication. Online teaching and online negotiation share another common feature: some unresolved challenges are common to both disciplines. This should also be taken into account when migrating educational programmes online. The research is informed by the author's first-hand experience from practice in both international diplomatic negotiation and academic teaching.

Abstract

Institutions, including higher education institutions (HEIs), may use crises as an opportunity to develop, to transform and to improve their institutional resilience. Indeed, the Covid-19 pandemic proves that a vast majority of HEIs around the world effectively adapted to the circumstances of the pandemic and successfully embarked on remote learning. The analysis of HEIs proves as well that the nearly overnight switch to remote learning was but one aspect of the quiet transformation that HEIs worldwide were subdued to. In this context, this chapter identifies the administrative practices, including talent management, operations management, and above all, the organizational culture. The notion of changed expectations on the part of the faculty and the students is highlighted. The key point that this chapter makes is that the faculty and the art of education, rather than simply teaching, need to be placed first if HEIs are to retain their resilience.

Abstract

Purpose

Over the last few years, several events have reduced the consumer confidence in relation to food safety. Recently, one event that triggered discussions and concern among consumers in Brazil was the “Carne Fraca” operation which cast doubt on the quality and safety of Brazilian beef. The purpose of this paper is to analyse the impact of the news regarding a national crisis in beef production on consumers’ assessment and purchase intention of beef.

Design/methodology/approach

A quantitative study was conducted involving 417 respondents in Brazil. The procedure for the analysis consisted of the investigation of two models, incorporating mediation and moderation effects.

Findings

The results show that news on the crisis had a positive impact on risk perception. This impact was negatively moderated by consumer scepticism. Risk perception had a negative effect on the assessment of beef and purchase intention. These effects were negatively affected by risk attitude. The news directly affected consumers’ assessment of beef and indirectly affected purchase intention through mediation of perceived risk.

Originality/value

This study proposes two models, analysing the effect of the media on consumers’ assessment of beef and purchase intention, mediated by risk perception. Furthermore, the models analyse the moderating effects of scepticism and consumers’ risk attitude.

Abstract

Purpose

Information technology has been recognized as one of the keys to improved productivity in organizations. Yet, existing research has not paid sufficient attention to how information systems (ISs) influence the creative performance of individual users. The paper aims to discuss this issue.

Design/methodology/approach

This study draws on the theories of flow and cognitive load to establish a model of the predicted influences. The authors hypothesize that the information technology supports creativity by engaging individuals in a creative process and by lowering their cognitive load related to the process. To test these hypotheses, the authors employ a meta-analytical structural equation modeling approach using 24 previous studies on creativity and ISs use.

Findings

The results suggest that factors that help the user to maintain an interest in the performed task, immerse the user in a state of flow, and lower a person’s cognitive load during IS use can affect the user’s creative performance.

Research limitations/implications

The findings imply that a combination of the theories of flow and cognitive load complements the understanding of how ISs influence creativity.

Originality/value

This paper proposes an explanation on why ISs affect creativity, which can be used by scholars to position further research, and by practitioners to implement creativity support systems.
